Is the County required to keep roads safe for recreational cyclists?

Club member Ricard Duquette sends me a judgement of an Appeal Court of California. The cyclist hit a pot while on a training ride and sued the county for failure to maintain a safe condition of public property.  Appellant won the case and the county appealed. The court found that the County was required to maintain the road in a safe condition for not just commuter but also recreational cyclists, dismissing the County's case with costs for the appellant.
